A village elder’s isolated struggle against the expansion of an oil refinery throws the community into turmoil. The other villagers are torn, caught indecisively between the pursuit of short-term social security and the desire for sustainable change.

Chen Hung
Hung CHEN (1992) is a Taiwanese director, screenwriter, and editor. Master of Fine Arts in Filmmaking in the Department of Motion Pictures at the National Taiwan University of Arts. His short film “Icarus” was selected for Taipei Film Festival, When The Wind Rises is his latest work. On screen he creates a calm narrative atmosphere, choosing to use daily occurrences to unveil a character’s true desires. His short film When The Wind Rises (2023) has been selected for IFFR 2024. Hung is currently developing feature film projects.
